Wodonga Council is seeking a skilled and motivated Deputy Municipal Building Surveyor to play a pivotal role in ensuring safe, compliant and high-quality building outcomes for our community. This role provides technical leadership across building control functions and offers a genuine development opportunity for an experienced Building Surveyor looking to step into an MBS role in the future.
Pathway to Municipal Building Surveyor (MBS)
This role has been deliberately designed as a stepping stone toward a future Municipal Building Surveyor position at Wodonga Council.
As Deputy Municipal Building Surveyor, you’ll work closely with the Manager Statutory Services and the Municipal Building Surveyor to progressively build the technical, leadership and decision-making capability required for full MBS responsibilities. Over time, you’ll be supported to broaden your exposure to more complex statutory matters, higher-risk decision-making and strategic building control functions.
The role provides opportunities to:
- Build confidence exercising delegated authority across a wide range of statutory building matters.
- Gain experience in managing complex, high-risk or sensitive cases alongside the MBS.
- Develop leadership capability through mentoring staff, supporting operational decisions and contributing to service improvement initiatives.
- Strengthen your understanding of the full scope of the MBS role, including governance, enforcement, stakeholder management and regulatory risk.
- Continue professional development toward Building Surveyor (Unlimited) registration, where applicable.
Key aspects of the role:
- Day-to-day statutory building leadership
You’ll lead the daily operations of the Building Services function, overseeing building permit assessments, mandatory inspections and compliance activities. This includes reviewing applications, inspecting works on site, and ensuring statutory timeframes and service standards are consistently met.
- Delegated decision-making and technical oversight
Working within delegated authority, you’ll interpret and apply the Building Act, Building Regulations and National Construction Code across complex and technically nuanced matters. You’ll exercise professional judgement, deliver clear and well-reasoned recommendations, and identify when issues of elevated risk, complexity or precedent require escalation to the Municipal Building Surveyor.
- Compliance, inspections and enforcement support
A key part of the role involves conducting mandatory inspections, audits and investigations into potential breaches of building legislation. You’ll prepare reports, correspondence and documentation to support compliance and enforcement activities, ensuring outcomes are fair, legally robust and focused on public safety.
- Advice and customer engagement
You’ll be a trusted technical point of contact for applicants, designers, builders and internal stakeholders, clearly explaining building requirements and Council processes. This includes responding to enquiries, issue resolution and supporting education and voluntary compliance across the community through consistent, accurate interpretation of regulatory requirements.
- Team support and capability building
You’ll support and guide Building Services staff by providing technical advice, mentoring and leadership in day-to-day decision-making. The role plays an important part in building team capability, ensuring consistency in approach and fostering a collaborative, high-performing work environment.
What we’re looking for
We’re looking for a registered Building Surveyor who brings strong technical expertise, sound judgement and a collaborative leadership style. You’ll be confident working within delegated authority, comfortable navigating complex regulatory environments, and motivated to grow into a future Municipal Building Surveyor role.
Key selection criteria
- Tertiary qualification and registration as a Building Surveyor, with extensive knowledge and practical application of building control legislation, including the Building Act, Regulations, NCC/BCA and Australian Standards.
- Proven ability to assess building applications, documentation and site conditions for compliance across routine to moderately complex matters.
- Demonstrated experience mentoring staff, managing workloads, leading fieldwork and working collaboratively to achieve operational and strategic goals.
- Strong planning and organisational skills with the ability to manage competing priorities and meet legislative timeframes.
- Advanced written and verbal communication skills, with the ability to negotiate, influence, present technical information clearly, manage complex enquiries, and maintain professionalism and confidentiality.
